Not necessarily from the wording of TikTok’s current policy.

TikTok defines a Primary Authorised User as a person authorised by a company director or owner to register the Shop on behalf of a corporate seller. 

That means the representative role and ultimate ownership do not necessarily have to be identical.

However, the arrangement must be:

TikTok has its own operational address requirements.
